The FCC and State Regulators control numbering assignment policy. The NANC is a Federal Advisory Committee that advises the FCC on numbering policy, as well as provides oversight for North American Numbering Plan administration. The report will be discussed at the NANC's November 19th meeting in Washington DC.
BellSouth and Verizon also submitted a request to the Industry Numbering Committee (INC) to begin studying VoIP's impact on NANP number exhaust. The INC is responsible for writing industry numbering assignment guidelines, which determine when numbers are assigned and to whom they are assigned. The INC has created a special workshop to begin its study with the intention of producing a "technical experts" report on VoIP/PSTN telephone numbering impacts.
"A significant amount of work went into the preparation of the report, so it appears the Bell companies feel strongly about the potential of this issue as a tactic to fight the growth of Internet telephony," noted, Daniel Berninger, Managing Director. "The report appears designed not only as attempt to set numbering policy with regard to VoIP, but also as proof positive that VoIP needs to have additional oversight to control its impact on the PSTN."
